Notes:

1. for countries with data on OST clients on a given day, the rate was based on daily number of treatments and the total number of prisoners on a given day (CoE SPACE I Survey 2010, Table 1.5)

2. for countries with data on OST clients over the year, the rate was based on yearly number of treatments and the total number of entries to penal institutions (CoE SPACE I Survey 2010, Table 12.1)

3. when countries provided the coverage in the EMCDDA National Report 2011, the reported value was considered over the calculations.
