Part (iii) Methodological notes EU-27, Croatia, Turkey and Norway, 2003–2009

BelgiumEstimate for 2003 based on client numbers in 2001/2002 and 2005 (mean). From 2005 onwards, data from substitution register are available. Foreign clients treated in Belgium (mainly French) not included.
Czech RepublicFor 2005, data from psychiatric outpatient units were not available. Data for 2005 are an estimate, based on the most recent data available from such units. Data for 2007 include clients treated at specialised substitution centres and an estimate of the total number of buprenorphine clients.
Denmark2003-2005: Data refer to clients in long-term (> 5 months) methadone treatment and do not include clients treated in prisons. 2007 data: 2004 estimates, personal communication, K Grasaasen, NFP Denmark, 24 February 2009
GermanyCensus data 1 July (national substitution register), double-counting is not totally excluded. Methadone clients for 2001 are estimate that predates the introduction of the substitution register and is not comparable to other years.
EstoniaEstimated number of individual clients in methadone substitution treatment based on data collected through routine reporting from 6 treatment centres funded through NIHD.
Ireland2003 and 2005: Data on methadone treatment clients in prison not included. These were 1477 cases in 2003 and 1295 in 2005. 2007 data: Based on the Central Treatment List held by the Drug Treatment Centre Board on behalf of the HSE and on the National Drug Treatment Reporting System (NDTRS). This calculation attempts to exclude detoxifications.
GreeceFocal Point Data collection based on TUF questionnaire.
SpainData do not include substitution treatment provided to drug users in prisons (around 20.000 treatments per year). Methadone clients data up to 2003 provided by the Government Delegation for the National Plan on Drugs, with data from all Spanish Autonomous Communities

CyprusIn Cyprus, 85 clients received methadone detoxification treatment in 2005.
LithuaniaCentral database on treatment covering mainly public healthcare institutions; private treatment underreported.
Luxembourg2005 data for Luxembourg include buprenorphine clients at GPs.
HungaryExact data arrived from 10 treatment providers in 2008. (for more details - see chapter 5 of NR 2009).
Malta2003-2005: Only clients registered at centralised methadone dispensing unit who received prescriptions for more than 3 months. Prison, GPs not included.
NetherlandsNumbers include clients in outpatient addiction care treated with methadone and diamorphine treatments. 2007 data: estimate of methadone clients.
AustriaA distinction of cases by substance is not possible in Austria.
PolandThe number of clients is given by substitution programmes on special request of National Bureau for Drug Prevention.
PortugalData on methadone treatments are based on census in public treatment system (CATs) each 31 December. Clients treated under responsibility of Prison Services (345 in 2003 and 271 in 2005) not included.
SloveniaData prior 2007 corresponds to number of patients receiving substitution treatment in outpatient Centers for prevention and treatment of adug addiction (CPTDAs). Substitution treatment provided to drug users in prisons not included (between 300 and 400 cases per year). Personal communication Andrej Kastelic, 15 March 2006. Data for 2007: based on registry which covers 17 of 19 treatment centres.
